You've seen Dalbey for years pitching get-rich-quick by being a "cash flow note finder" in his late night "Winning In The Cash Flow Business" (a.k.a. "America's Note Network") infomercials.  He's being sued for fraud by the Federal Trade Commission and the Colorado Attorney General.
